Information about the ICT accessibility in Cambodia
Here are some notes regarding ICT:
- 1991:
- IT was introduced in 1991 in Cambodia under the UNTAC mission.
- 2001:
- NiDA (National Information Development Authority) was set-up.
- Recently:
- National Summit on ICT Policy and Strategy was held by NiDA in co-operation with UNDP-APDIP. The draft of E-commerce Law was made by Ministry of E-commerce with support from the Korean Government.
As we researched in the beginning of 2003, we found that more than 90% of Cambodian has problems with IT literacy. Moreover, the unavailability of the Internet blocks the ICT development in Cambodia. Most of students are not able to access to the Internet at home because of bad services such as unbelievable high data charge, low data transmission speed of ISP, and so on.
Anyway, favorable environments for ICT haven't developed yet for disabled and elderly people. NGO named NCDP (National Center of Disabled Persons) takes care of disabled people.
