When the Internet was born, it was hailed as a world of freedom which was detached from reality. While it is true that the freedom and chaotic anarchy of the Internet generated massive energy, it also created numerous problems. Internet has developed into an entity that is absolutely essential to both people and states. Today, Internet is used as a tool by not only individuals but also in international politics, providing a world contiguous to reality. Internet can no longer enjoy anarchy. It needs an international order, but who will be the leader? There will be a new war. This book describes the status of the war and suggests some indicators.
