Social policies around the world have begun to move toward building an information society in which everyone, including people, such as the elderly and disabled, who may be characterized as informationally disadvantaged, participate. To that end, the policies demand improvements of info-communication devices and services and create opportunities to educate users. An electronically-operated government is often called “eGovernment”. Government means an administrative organ of a country. The letter “e” attached in front of the word means the government operates electronically. Similarly, a policy of building an information society in which everyone participates is called an “eInclusion policy”. European countries are actively adopting the eInclusion policy. The word “inclusion” means “participation” or s“ubsumption”. In this book, the term “full-participation society” is used throughout to describe an all-inclusive society and to discuss barriers and obstacles to the development of a full-participation society, and how we are going to overcome them. The objectives of the book are to illustrate the latest trends in these social policies so as to help increase understanding by society.
