Fiscal 2003 Japan-China joint Research Project: "Freedom and Safety in Cyber Space" - Final Study Session
Deputy Director, Chang, Director, Yang, Director Xu
The final study session under the joint research project between the Institute for International Socio-Economic Studies and The China Institute of Contemporary International Relations was held in the Conference Room of the Center for Global Communications (GLOCOM), International University of Japan. After the overall systematic presentation of the arguments concerning national security and personal freedom on the Internet, the Chinese side explained the present situation regarding network freedom and safety in China. The explanations were not limited to Cyber terrorism alone but also touched on the fact that social and political activities using the computer network such as Cyber activism had already started.
There was intense interchange not only among the study members but also the specialists who had been attending the session as the discussion went into greater depth to shed light on arguments such as "Does a Cyber Terror Crisis really exist?" and "How can and should we establish a balance between freedom and safety?"
