Big Data Cities in China, Guiyang and Guian New Area(2/2)
This article is written by Mr. Izumi Harada, Executive Fellow, Institute for International Socio-Economic Studies(NEC Group)
Exchanges of Big Data first ever in China
Survey was conducted in Guiyang industrial development district and Guian New Area in Guizhou province, main areas in China for big data.
In Guiyang national high-tech industrial development district a variety of schemes and challenges are under implementation with utilization of big data. One of the schemes is to establish Guiyang Exchanges of big data, first ever in China.
Brokerage of transaction of big data
Guiyang Exchanges of big data is operated under company membership system (now more than 3000 member companies registers). The Exchanges categorize big data into such areas as service, corporate, industry, logistics and sales, economy and others.
The data is also all anonymized and standardized, and is priced according to the points measured by 7 indices such as volume of data, possibility of replacement, level of secrecy, level of safety and others. The Exchanges mediate the big data with company members.
Member companies are entitled to search required data from computer site and to purchase them in the system. Transaction results are recorded accordingly utilizing block chain and Alibaba and Tencent are already utilizing these transaction results for their marketing activities.
In the medical area the Longmaster operate nation-wide portal site named “39Health” which offer medical and health information on the web. People can enter their symptoms and get quick and short medical consultation. In the province there are about 100 doctors working in shift from associated hospitals who are coping with the telemedicine using TV conference system with patients accessing from their own PC and from consultation facilities on the street corner.
Medical treatment for the poor
Simple blood checking kit is developed to measure blood sugar level and uric acid level from one drop of blood, and, the results of checking can be transmitted through smart-phone or dedicated terminal device to the medical center from the remote mountain area where no hospital exists.
Medical support and treatment are accordingly prepared and provided for the poor while the data acquired are stored and analyzed.
Among Japanese companies NTT Data established the Institute of advanced technology of big data of Guiyang jointly with the local government of Guiyang and Institute of Software, Chinese Academy of Sciences where the joint research and development and demonstration is being made with the main theme of next generation smart traffic and transportation and environmental IoT (Internet of Things)
Similar to industrial park
On the other hand Guian New Area looks similar to the industrial park with the deployment and establishment of many data centers from domestic and abroad. China Mobile, for example, has its data center there and is storing and analyzing the whole data of 30 million users in the province, such as concentration level of users, age distribution, ratio of men and women, consumption or usage.
Near to China Mobile date center Tencent has its data center with 200 thousand of computer servers installed in the facilities constructed in the middle of mountain with air-cooled cooling system, and Huawei reserved the construction site for its data center just opposite to Tencent. Huawei have a plan to sharpen the mountain and to construct data center with water-cooled cooling system by drawing water from the river nearby. There is also Japanese Industrial Park of 1.1㎢in 5 minutes driving distance by car reserved for Japanese companies to join.
Other than these data centers there is consolidated area of “University Castle” for university centric start-ups in this Guian New Area, where they expect more advanced technology developed in the near future including AI (Artificial Intelligence)
