Research on Cyberspace Security and Governance

When we talk about “Cyber Security”, we used to talk in the past about the possible threat of cyber attack, but, lately we all now are talking about how to prevent and deal seriously with cyber attack which may destroy completely our social functions and activities. In the potential development and wider deployment of IoT technology where a variety of “Things” (systems and devices) are connected and networked, the threat of cyber attack is drastically and dramatically growing in the society.
On the other hand the current situation, however, is that the international structure of laws and rules has not been properly established to deal with the problems and troubles expected in the cyber space, and is that there is an international conflict in arguments of national sovereignty to be applied in the space.
During recent several years, dialogues, however, have been held and progressed between China and USA, world top two internet giants, show some signs of softening their attitude for stability of international order.
Under these circumstances we jointly worked to write this report among Japanese and Chinese researchers as follows.
(1) “Opinion from China on establishment of structure to promote fatalistic collaboration in the cyber space –Development of arguments in China on the governance of cyber space in the year 2016” by Mr ZHANG Li.
(2) “Possible measure and solutions to establish stability in cyber space” by Mr Tang Lan.
(3) “Revelations shaking and destabilizing the global order of politics and necessary governance of the data” by Professor Tsuchiya.
(4) “How to establish international order in cyber space” by Mr Harada.
Further developing this report we organized Joint Symposium on March 9, 2017 at G-SEC Laboratory, 6th Floor, East Building of Mita Campus of Keio Universiy inviting experts both domestic and abroad where the arguments were developed on the possible international order and security and governance in cyber space after the inauguration of President Trump’s government.
